A Fantasy Themes and Symbolic Convergence in 18th National Assembly Standing Committee's Decision-Making Communication Processing for the Amendment of the Media Law

초록

본연구는지난2009년18대국회에서쟁점이되었던미디어법개정관련상임위원회회의록 을 분석하고 회의과정에서 나타난 국회의원들의 미디어법 개정안 통과과정에서 발현된 상징수 렴 과정을 파악하였으며, 토론에 참여했던 의원들의 소속정당, 연령대 그리고 회의 진행 과정 에 따른 차이를 살펴보았다. 전체사회드라마는 한나라당(여당)의50대 남성위원들이 주도가 되어야당(민주당)과치열한논의를통해, 직권상정을통한헌재판결유효주장의줄거리와미 디어시장 다양화의 대의명분(인가하는 대리인)으로 미디어법 찬성의 환상주제가 합리성의 논 리와수사로반복, 재현, 수렴되고있었다. 과정내정의적주요유추는국회의원의의무충실이 고 사회적 주요유추는 연대와타협, 실용적주요유추는 절차적 효율성이었다. 한편, 찬성의 환 상주제는 ‘미디어법 개정은 변화되는 환경에 효율적으로 대비하는 것이며, 초기회의(1,2차)에 서 강하게 주장하여, 연대를 통해 신속한 절차로 통과시키자’의 집단의식이, 반대는 ‘언론 권한 과 정부 권한의 침해의 비도덕적 개정안으로 국민 대표의 입장에서 마지막(3, 4차 회의)까지 미디어법개정을막자’는집단의식이수렴되고있었다. 경제성, 효율성의수사적재현은소위원 회에서, 도덕성은 본회의에서 많이 논의되었다. 회의 진행 과정 중 초기에는찬성을 위한 경제 성이, 후반에는 미디어법 개정의 도덕성 관련 내용이 더 많이 등장하고 있었다. 또한 40~50 대 위원들은찬반이 명확하고국민 대표성과연대성의 사회 유추, 절차 및결과적효율성의 실 용유추를 많이 표현한 반면, 60대 이상 위원들은 타협성의 사회 유추와 전문성의 실용 유추를 많이표현하고있었다.

Abstract

This study analyzed the agenda of the Standing Committee on the amendment of the media law, which had been controversial in the 18th National Assembly in 2009, and grasped the process of symbolic convergence in the communication process of passing the revision of the media law by the members of the parliament. We looked at the differences in the party members, age groups, and the process of the meetings. The revealed social drama is ‘the leaders of the ruling Grand National Party (GNP) in the 50s in favor of the Constitutional Court’s judgment was reproducing logic and rhetorical expression to agree with the amendment of the media law(fantasy theme) in order to adapt to the diversification of the media market and environmental change(sanctioning agent). The righteous master analogue in the process was the improvement of the duty of the parliamentarian, and the social master analogue were solidarity and compromise. The pragmatic master analogue was the procedural efficiency. The fantasy theme of the pros is to prepare effectively for the changing environment, and the ruling party strongly insisted in the early meetings (first and second) for passage of the law by rapid procedure through solidarity, On the other hand, because the amendment contains the infringement of the government and the press authority, the collective consciousness of stopping the passage of the law until the last (the third and fourth meetings) from the standpoint of the national representative was converging. The rhetorical reproduction of economic efficiency was discussed in the subcommittee, and morality was discussed in the plenary session. In addition, the members of the 40s and 50s expressed a lot of the pros and cons of the social representation, social master analogue of the citizen representation and solidarity, pragmatic master analogue of procedure and result efficiency, while the members of the 60s or older expressed much of the social master analogue of the compromise and the pragmatic master analogue of the expertise.
